Rise Vision Digital Signage Policy

Purpose
The purpose of this policy is to establish standards and procedures for the use of Rise Vision digital signage across Southern Illinois University (SIU). Digital screens are a vital part of SIU’s campus communication system, providing timely and engaging information to students, faculty, staff, and visitors. This policy ensures consistent branding, accessibility compliance, and coordinated management across all campus displays.

Scope
This policy applies to all Rise Vision screens located on the SIU campus or operated by SIU units, departments, colleges, or affiliated organizations. It covers both the hardware (displays) and content presented on these screens.

Governance
University Communications
- Oversees overall Rise Vision administration and ensures that campus-wide standards for branding, accessibility and communication are met.
- Will complete routine content audits at random and reach out to those in violation.
- May post campus-wide messages, announcements or event promotions to campus screens as needed (e.g., Commencement, Homecoming, major university milestones).
- Our department will only create and post content for screens displayed horizontally.
- Maintain Rise Vision listserv and provide updates as needed.
Departmental Units
- Each department is responsible for the content displayed on its assigned Rise Vision screens with the exception of campus-wide messages provided by University Communications and Marketing.
IT Services
- Provides access to wi-fi network upon installation.
- Approve and maintain licensing for all devices.
- Hardware configuration and setup assistance.
Department of Public Safety (DPS)
- In emergency situations, DPS may temporarily take over all Rise Vision screens to display emergency alerts and safety instructions through the university’s emergency notification system.

Department Responsibilities
Departments must:
- Purchase, install and maintain screen(s) and streaming devices(s). UCOMM is not financially responsible for this equipment.
- For assistance with configuration, please submit a ticket to Salukitech
- Maintain and update their content regularly.
- Add or remove user access within their departmental account as staffing changes occur.
- Notify University Communications and Marketing (ucmarketing@siu.edu) when:
- A screen’s location changes
- A screen is no longer in use
- A screen is being used in the vertical orientation
- Purchase, install and maintain screen(s) and streaming devices(s). UCOMM is not financially responsible for this equipment.

Appropriate Use
SIU’s Rise Vision screens are intended for official university communication only.
Content should promote:
- SIU events, academic programs, deadlines, and achievements.
- Student services, resources, and opportunities.
- University-sponsored initiatives and campus life activities.
Prohibited Uses:
- Advertisements or commercial promotions not directly affiliated with SIU.
- Personal messages, political advocacy, or external business promotions.
- Inappropriate, discriminatory, or copyrighted material without permission.

Content Standards
All Rise Vision content must:
- Align with SIU’s mission, values, and branding guidelines.
- Be clear, accurate, and up to date.
- Use official SIU logos and colors.
- Follow accessibility requirements under Section 508 and WCAG 2.1 AA, including:
- High color contrast between text and background.
- Readable font sizes and styles.
- Text alternatives or captions for video content.
- Avoid flashing or rapidly changing visuals.

Content Creation and Approval
- Departments may create and manage their own Rise Vision slides without prior approval from University Communications and Marketing, provided content follows this policy.
- When creating Rise Vision slides, the recommended image size is 1920x1080 px. This is a landscape/horizontal orientation.
- University Communications retains the right to remove or modify content that violates university standards or this policy.

Templates and Branding
- Departments may use SIU (Adobe Express) or Rise Vision templates that comply with university brand and accessibility standards.
- Custom templates may be used if they follow SIU’s visual identity guidelines.

Emergency Messaging
- In emergency situations (as designated by DPS), Rise Vision screens will automatically display messages issued by DPS. These messages will override all regular content until the emergency has passed or been cleared by DPS.
